Eval bot on IRC

I don’t know wether the eval bot on IRC is maintained by a Rust team or by a third party, but right now it just prints out “Out of order. The Rust community now lives at https://discordapp.com/invite/rust-lang”, which is… unhelpful for the regular beginner support we have there every day.
