At the moment I think the "leaders" are Tauri for an Electron-like web UI (best working but gross), and Iced for native Rust (nice design but still a little early), but there's plenty of other options for other contexts and priorities. Slint, makepad, and egui are all good options for certain contexts worth looking at too.
