Easiest way to get dst from a timezone for a date?

Hi,

What is the easiest way to get if the DST applies for a specified UTC timezone and date in the past?

Is there a crate/std managing this already?

For example, for date X in country Y, UTC+/- in that country, dst applies ( or gives me the right time directly)
