Cargo reference on [patch]

Cargo's patching feature is really nice. The reference says this about it:

Note that the [patch] feature is not yet currently stable and will be released on 2017-08-31.

It's past 2017-08-31, so this should be updated. Is there a repository and/or issue tracker for the Cargo book that I can submit this issue to?
