URLO was in read only for a few hours yesterday, but I don't see any post regarding it, nor I see an announcement that accounced the downtime.
You have a twitter account, you have blog.rust-lang.org and probably more that I don't know. I would like to see a short statement what happened and why there was a hickup. For the future I wish a better, quicker communitication 
I believe the URLO and IRLO servers are managed by Discourse (i.e. they're not self-hosted). They had an outage yesterday, so my guess would be URLO got caught up in that.
