A simple hello world often takes several seconds to run for the first time after compilation, but can be opened immediately on the second run. The first run after restarting the computer takes several seconds.
On Windows the usual suspect for these things is anti-virus software.
You may have something that scans every new executable when it's launched, and it takes time to query it against an anti-virus database.
