The change to crates.io downloads breaks our build system

Hi,

we’re using artifactory to proxy crates.io as our CI is not allowed to DL from Internet.

But since the change to use static.cargo.io, even artifactory’s config.json has changed to point to it and is not accessible for our CI

Any idea on how to change the config.json for artifactory?

Our sysadmin ran a reindexing and that fixed it!
