You can use the direct installer. Other Installation Methods - Rust Forge lists them for all targets. The one for the latest stable on x86_64-pc-windows-msvc can be found at https://static.rust-lang.org/dist/rust-1.52.1-x86_64-pc-windows-msvc.msi Note that using external dependencies with cargo won't work as it needs internet to download them. Using local or vendored (cargo vendor on a system with internet) dependencies does work.
If you're using MSVC then you'll also need the MSVC build tools. You can make an offline installer for that but you'll need an internet connected Windows machine to do it.
