An order of magnitude = 10x slower, so 16x slower is within the right ballpark.
I too have noticed that rustup takes a long time to update on Windows, I had just assumed it was due to Rust being a big project.
Yeah, that definitely seems wrong. If I have the time I might investigate what is going on. Please remind me weekly until I get it figured out.
As a side remark, I find it super convenient to have all the stdlib documentation locally available. I have a bookmark that points to
~/.rustup/toolchains/nightly-x86_64-unknown-linux-gnu/share/doc/rust/html/std/index.html and that works really well for me.
I’m traveling right now, and in that situation, it’s comforting to know that I have up-to-date documentation on my laptop.
Having an option to not download it would of course be fine.

It is really very painful. On my high-end machine with company enforced endpoint security it takes north of 3 or 4 minutes for the docs to be installed which I never use anyway because my machine is always online.
