Rs-cap 0.1.0 - Common Alerting Protcol API

The Common Alerting Protocol is a lightweight standard to facilitate the distribution of alerting data. rs-cap is an implementation of the CAP document protocol in Rust loosely based on the Ruby RCAP API

It can currently only parse CAP XML alerts. Generation and validation of alerts is planned.
