the one at https://play.rust-lang.org/ doesn't, but the one at https://play.integer32.com/ lets you use the top 100 most downloaded crates.

It sounds like you might be looking for templates to be finalized and added to Cargo? The pre-rfc for reference.

Have you tried cargo script?
