Is there a compelling argument against the statement that Rust is slower than C/C++ in some areas?

There was a proposal to make basic arithmetic less dangerous in C++, but apparently it wasn't adopted?

I was reading the draft C++ spec earlier for Arithmetic Operation Documentation - #5 by nixpulvis and it does seem at least that part of this proposal related to shift operators was incorporated into that draft.
