Installing the standard library on windows without admin or rustup

I do not have admin rights or an internet connection on my windows machine, but I do have the precompiled binaries for rust-1.75.0-x86_64-pc-windows-gnu. I have run into the problem where I can't use any standard library features as rust has no idea where std is installed. Is there an environment variable I can set, or a cargo flag that will let me point the compiler in the right direction?

where did you get the package? the installer from the official download page should have everything ready out of the box.

also, what's the error message you see exactly? it could be different problem than you think.
