We could deem 99 to be in bijective nonary (9*9 + 9 = 90), so the next is 111 (1*9^2 + 1*9 + 1 = 91) and we never have zeroes in the version number ever again.
I was considering more the decimal evaluation -- 1.991 > 1.99 in both decimal and semver (nevermind the patch component).
And what will be after 1.999? I assume 1.9991. I prefer the schema I use.

As stupid as it sounds, that wouldn't have been the first time someone seriously did that... Most famously PyPI's html5lib which ended up on version 0.999999999 when their developers thought surely 0.99 was gonna be the last release before 1.0 
the first time you use (when not suing rustup) or update to (when using rustup) rust 1.100 it should fill your terminal with confetti

i feel like that would be a bad idea as it may make people opposed to delaying it if a design issue comes up, which could cause leakpocalypse 2.0.
but if it becomes stable in time on accident it would make for a good surprise.
