I want to develop a gui app where the title bar is customizable (it means it has interactive elements like microsoft office) using rust. 1st priority is Windows, 2nd priority is cross platform. Which framework should I use?
This is not possible to do in a cross platform way, and I don't think anyone has created a crate for it already, so you will have to implement it separately for Windows, separately for any other platform you want to support using their respective system-specific windowing APIs.

Is creating a frameless window possible? I will design the title bar from scratch.
Wit fltk-rs, you can use WindowExt::set_border(false) and you won't get thet title bar.
