The other solution, and this is far more social than technical, encourage package maintainer to give cargo publish permission to other people. If they’ve made more than one pull request, give 'em contributor access.

Can we do this for real? e.g. send an automated "welcome email" when a new author publishes a package, with suggestions like this?
