CAN *.blf file parser

I have the following requirement

  1. Parse CAN *.blf file and extract service Diagnostic request and responses mentioned in ISO-14229 standards.
  2. Calculate the response time from the destination nodes to the source node that initiated the request.

Is there is maintained package which will help to achieve it ?
