I don’t have any information about RHEL 7 plans, but note that RHEL 5 entered its Extended Life Phase in March 2017, but Rust continued supporting it until Rust 1.47 (October 2020): ci: Update dist-{i686,x86_64}-linux to Debian 6 by cuviper · Pull Request #74163 · rust-lang/rust · GitHub
Similarly, RHEL 6 entered its Extended Life Phase in November 2020, but Rust continued supporting it until September 2022: Increasing the glibc and Linux kernel requirements | Rust Blog
