Any one willing to volunteer to fix librsync?

As of now, the package is broken on Windows 10 x86_64. librsync seems to be the only working rsync crate on other than fast_rsync, which doesn't support BLAKE2 and has a less comprehensive complete API. Also you need to use the stable branch on github to use it with the stable compiler.

In the issue you linked, the main dev cites they no longer have access to a Windows machine. Have you tried offering them $50-$100 to offset the cost of rending a powerful cloud windows machine for a few days ?

I see. It sucks that Windows servers are so expensive...

As you seem to be the person most affected by this at the moment, why not try to fix it yourself? Even if it seems beyond your skills at the moment, solving a real problem can be a great motivation for learning.
