The other thing that is throwing me a bit is that I set up logging using env_logger and set the logging level to "trace". I was expecting to see some message that the incoming request has been ignored/blocked for some reason but I do not. There is a no sign that it even receives the request from a remote origin.

Actix uses tracing, not log, so env_logger won't log anything. Try using tracing-subscriber instead of env_logger:

You must enable a Subscriber to do anything with the log messages created by tracing, like printing them to stdout. The tracing-subscriber crate provides a good Subscriber. Re-using the RUST_LOG environment variable and showing the hyper logs should be as easy as adding the following to your code: Cargo.toml: [dependencies] tracing-subscriber = { version = "^0.3.16", features = ["env-filter"] } main.rs: fn main() { tracing_subscriber::fmt::init(); } Here some more background:
